CHED's Moratorium on ITE Programs and Others

It quite caught my attention that Philippines' Commission on Higher Education imposes a moratorium covered in CHED's Memorandum Order 32, requiring that schools, private or state universities and colleges, can no longer open the following undergraduate and graduate programs effective SY 2011 - 2012:


1. Nursing (Bachelor of Science, Master of Arts/Master and Doctor of Philosophy)
2. Business Administration (Bachelor of Science, Master and Doctor in Business)
3. Teacher Education (Bachelor of Elementary and Secondary Education, Master of Arts, Doctor and Doctor of Philosophy)
4. Hotel and Restaurant Management (Bachelor of Science, Master of Science and Doctor of Hotel and Restaurant Management, and Hospitality Management)
5. ITE programs

The Department of Labor and Employment only supports this moratorium since there is an increasing number of mismatched workers from these programs and worse, a good number of unemployed too.  

The restraint shall also force parents and schools to encourage students to take other programs that are unserved. 

I personally approve the moratorium because with increasing number of institutions that offer these programs, quality of education is oftentimes compromised. More importantly, the jet-speed number can't keep up with the slow demand, thus, the restraint is only practical.

Social Network for Grades Query

Since I have a pre - scheduled trip elsewhere, I decided to end my classes early and give their grades ahead of time but since others could not meet me yet before my departure, I have to give their grades via email and social network like Facebook. 


While social networks have their perks and downs, I say this can be a handy tool to connect with people like students and parents. 


So, now that I have given the grades to my students in spite of the distance, they can proceed with their enrollment without much hassle and anxiety.

Parents - Teachers: Leading a Healthy Life

On my second time to join a fun run, we traversed a muddy, and rocky mountain trail covering 10km from the mountain's foot to the hill's peak, then, back to where the race started.


I came practically late for the warm - up but what pleased me more was the vision of mid - school and elementary students who would join the race along with their parents or guardians.


Being healthy is an individual obligation but when parents lead a good model as to staying healthy, they influence their offspring to lead a healthy life too. They can lose weights through cosmetic surgery or other medical options. Every year the Sarangani Province holds the Sarangani Bay Fest and the 3 - day event is typically filled with beach sports like foot volley, skimboarding, frisby, and boat race. But, the big event is highlighted more with a concert of known band group and beach - body contests.   


So, after my class, I headed straight to Sarangani Bay Fest venue and simply enjoyed the heat and I managed to see my other school colleagues along with students who simply wanted to join the party. 

When Parttime Work Builds a Student

My parents quite taught us the meaning of hard work and integrity and since we are not hailed from an elite family, we  are oftentimes short in many ways.  So, I began getting a job or two for added allowance and the job covered teaching / tutorial, encoder, cashier and small - scale business. And, with job and work to hurdle through, I could only endure the physical strain.


So, I quite laud working students who manage to balance work and schooling. Oftentimes,  I see them in service crew, gym instructor, or operator for equipment like  honda lawnmower  to name a few.


While there are different motivations why students work when they are in school, the bottom line is the fact that their works and the demands and environment they entail can quite influence students. ..


In conclusion, work or none, students must be able to live out strong values of hard work, commitment and integrity among others to thrive and recognize.

How to Pass Major Exams

Classes are almost over and the dreaded exams can  only be anticipated. While most students  see exams as their nemesis, exams can be a good medium to determine a student's general performance and his study habits.   No exams are easy or difficult if they are met with right preparations.


My long years of teaching and studying and earning good grades made me analyzed what makes a student pass his major exams.  I can list the following experience - proven techniques:


  1. Study ahead of time not just one day or much more one hour before your examination schedules;
  2. Prepare a schedule as to what subject must be studied  first and for how long.  Spend more time on more difficult subjects.
  3. Prepare an outline for what you have read and review them;
  4. Prepare a mock test questionnaire to assess your preparedness.
  5. Relax during examination day otherwise you let your fear block all your preparation and drain it to waste.

Supervisor, Teacher and Student: How Can You be More Lucky

Eleven (11) years ago, I happened to be one of the full time faculty of my  old employer, STI Gensan, and I could still remember my honor students and most wacky.   So, after a few schools after that, I am back to serving again my old employer, but, this time, under my former student. Now, that I am only working as part time, I can only be happily obliged to serve her and the institution. 


The nice thing about teaching is the fact that you are remembered even after years of absence and when you see your students succeed, you can only take pride from their endeavors. 

Java's Applet

An Applet is a small utility program of Java that requires minimal resources. Normally, you run an applet in a bigger program like in your own Java program or web systems.

You can run an applet in two ways:


  • using an Applet viewer that goes with your Java software
  • using an HTML page

An applet is created quite similar to creating an ordinary Java program but we only use the parent class Applet to support the applet application. Further, we can include GUI components and events into our applet.  The program below illustrates this use.

Teach Positive Character Among the Youngster

Most schools quite integrate emotional intelligence among students in their academic curriculum as they see that mental intelligence is irrelevant when emotional maturity is compromised. Thus, teachers in various year levels embed the values like service, responsibility, integrity to everything students do inside and / or outside school premises.


It is when students eventually graduate and land a job that they put their academic skills, knowledge and character to strenuous test. Thus, when individuals are responsible and honest with their actions, they get to reap the benefits like decent living, good social stature, and community and business incentives like Visa reward card to boot.


So, parents and the academecians must enforce and highlight the value of positive character to being successful. It is to be noted that degree alone can't define a person's worth, his character can define otherwise.

Java's Border Layout Manager

We can practically arrange the size and placement of components on our GUI container like a frame or panel. There  are several layout managers and for content pane, the default or active layout manager is a Border Layout that makes use of  5 regions: NORTH, CENTER, SOUTH, WEST and EAST.

Border Layout Manager is quite useful if the components on certain regions have different settings or properties.

Unlike the previous sample on GUI that uses Flow Layout Manager, the  program was revised to include Border Layout and Flow Layout to arrange the components.

Java's GUI - Event Driven Program

Any system must be,  first and foremost, dynamic, user-friendly, reliable and efficient and Java as a platform and language addresses these basic points.


Graphical User Interface or GUI allows the provision of GUI components like buttons, tables, text  fields to name a few to be responsive to user activity or actions. A typical user activity can be when we click on a login button or press ENTER key on a text field after we write our username and password.


The program below illustrates the use of event - handling methods that respond to button events.

The Edge of Uniforms as ID

Practically, almost all establishments, academic or otherwise. But, why do individuals use uniform? It is one medium of identifying employees or constituents that they belong to a certain establishment or department. For instance, we identify doctors scrubs as belonging to doctors and not to be mistaken with  other industry workers. The Value of Being Earnest

We are practically done with our mid - summer class and grades for   midterm are already submitted to the school heads for record and assessment. While  I quite try my best to make a very technical subject simplified, I find it stressful that students still fail.


But, failing the subject is not merely from doing poorly from the exams, it also encompasses many things and to that all, is the regular attendance of students to mos classes if not all.


Schooling can either be fun or hell  depending on how students perceive this institution. But, there is   practically no easy way to earning a degree ( unless you fake your documents).   But, earning the degree would mean acquiring not only  the technical and / or academic skills but learning positive characters too like perseverance, integrity, hard work, service and faith.   These traits among the many inter - personal and personal attributes can help students  to become better employees and members of the society.  


So, teachers, students and even parents must take serious care on enforcing EQ among themselves and especially to the young ones because that will define how they perceive life and their society.

Enrich Summer with Outdoor Fun

The summer is still at its peak and the local governments have instituted various summer programs for students and Out - of - School Youth. Specifically, in Zamboanga City, their Sports Program includes various activities for the locals during the entire month of May. My friend and I managed to enroll our youngsters to martial arts session to make their time worthwhile. These events along with other sports activities like basketball, volleyball are only among the few sports offered to any school - age youngster.


But, not only the young can make their summer more fun, the adult can also enjoy the heat if they  explore various adventures like swimming, diving and  chirp outdoor adventures    to name a  few.  


We always have the choice to make our summer vacation worthwhile, and even if it would mean, a lazy afternoon with a good book, or a training of a new skill, the bottom line is to have fun.

I have been running regularly to stay fit and healthy but what can be more fun in running other than running with family and friends. So, to join the local project of General Santos Police District, my sibling and I, enlisted ourselves to a 3KM race around city's major roads. 

There were over a hundred racers from the the police interns, private and government individuals who swarmed the city early morning of May 1. 

So, after hard sweat and drained legs, we reached the finish line with delight and pride. We shall, then, anticipate the next fun run for BIO - DIVERSIY to Nopol Hill where 10KM of route shall be covered. Until then, I have to accelerate the rounds I have  to cover every jogging session.

Java's Thread Class

A thread is the execution of program from beginning to end. Multiple threads can be run to maximize computer resources. In a a multiple processor system, each processor can work on each tread simultaneously. However, in a single processor system, the threads are spliced or sliced in smaller parts and run concurrently over a period of time.

Every operating system like MS Windows  where threads are run may have different scheduling techniques (e.g first come, first serve, Round Robin, Higher Priority First, etc).

We can set priorities,  from 1 - 10, for our Java programs. Thus, when threads are of higher priority, they are performed first and threads lower priorities have to wait for higher - priority threads to end or to sleep. Threads of the priorities are performed in round - robin schedule.

The  programs below shall display the messages "Hi" and "Hello" but since a priority is assigned to each message, the "Hello" message is performed first, followed by the "Hi" message.  If threads are without priorities, the normal priority is acquired, thus, they are performed in round robin schedule.  So, in the other sample program, the messages "HI" and "HELLO" are displayed randomly.
